Earlier Professor & Head of Political Science at H.N.B. Garhwal University and Professor and Head of Public Administration and Dean, Faculty of Arts, Lucknow University. Currently Vice Chancellor, Kumaun University, Nainital has done his research and a number of projects with a focus on weaker sections, such as the Scheduled Castes, the Scheduled Tribes and women. Around 40 candidates have been awarded doctoral degree under his supervision.

It’s name was changed from University of Ajmer to Maharshi Dayanand Saraswati University, Ajmer vide Rajasthan State Gazette dated 5 May, 1992.
